The Digital Transformation Officer


 

The Digital Transformation Officer (DTO) is a figure introduced by the Digital Administration Code (CAD) to guide and coordinate the digital transformation of Public Administrations.
The appointment of the DTO is mandatory for all PAs, as required by Art. 17 of the CAD and reaffirmed by the Ministry for Public Administration with Circular no. 3 of October 1, 2018. In addition to the appointment, administrations must establish a Digital Transformation Office (DTO), headed by the DTO themselves. The Office is tasked with reorganizing administrative processes to create a digital, transparent administration geared towards providing high-quality services that are easily accessible and in line with the principles of efficiency and cost-effectiveness. In a constantly evolving regulatory context, the DTO's role is crucial to ensure that PAs are able to meet the challenges of digital transformation, complying with regulations and implementing innovative solutions.

Performance Monitoring and Evaluation

Continuous support for the DTO in monitoring the performance of digitization projects, using specific Key Performance Indicators (KPIs) to assess progress and identify any areas for improvement, ensuring that digital transformation goals are fully achieved.

Training and Development of Digital Skills

Design and delivery of targeted training programs for the DTO and the DTO staff, with the aim of developing the skills needed to successfully manage digital innovation processes. The programs include workshops, refresher courses, and mentoring sessions, customized to the specific needs of the Entity.
