Community and Software Reuse 

Support for the development of collaborative networks between public entities and the research community for the exchange of best practices, the reuse of software solutions, and the involvement of citizens and businesses in the co-design and implementation processes of digital transformation.

Communities and collaborative networks among public entities, open to the research system and the business world (Open Innovation), represent an essential paradigm today for implementing sustainable innovation processes capable of leveraging widespread experiences and skills. Through the exchange and evolution of best practices, Entities can adopt innovative and proven solutions, containing efforts and investments while promoting the quality of internal processes and services for users. Collaborative networks allow for the sharing of knowledge and resources, stimulating the development of new skills and solutions. 
Opening up to citizens and businesses fosters greater transparency and accountability, promoting constructive dialogue and the co-creation of public policies and projects that meet the community's needs, while also creating a greater sense of belonging and trust between institutions and citizens and an environment favorable to civic participation and social innovation. 
Collaboration among Public Administrations is a practice strongly supported by the Three-Year Plan for Information Technology – in the form of Competence Centers or Hubs –  as it is able to guarantee the full implementation of the practice of software reuse. The AgID Guidelines on the acquisition and reuse of software for public administrations, adopted in implementation of Articles 68 and 69 of the CAD, define the methods and criteria by which an Entity is required to conduct a comparative assessment to identify the method of acquiring software, favoring the choice of solutions reused from other Public Administrations or Open Source software.

Support for Collaboration among Entities

Support for creating networks among public entities, defining the management model, and animating and stimulating dialogue within communities of practice aimed at sharing knowledge and experiences and developing solutions for common problems.

Software Reuse Community

Support for creating communities of public entities aimed at the exchange and joint evolution of software solutions through the reuse model. The activities involve defining governance and contribution mechanisms for the community and operational management processes, providing a platform for co-design and software versioning, collaboratively defining requirements, and managing and enhancing implementations.

Software Solution Reuse

Support for evaluating opportunities to adopt reusable solutions developed by other Entities. The activities start from the analysis of needs, considering the Entity's strategies and operational context. Subsequently, a comparative analysis of available reusable solutions is carried out, evaluating various aspects, including: the level of correspondence between desired and offered functionalities, the development technologies and necessary management skills, the expected costs of customization and maintenance, compliance with security and privacy parameters (GDPR compliance), and the level of interoperability with national systems and other software (through APIs). Once the solution to be reused has been identified, a procurement strategy is developed which, taking into account the current state of the Entity and the solution, identifies the alternatives that allow for greater cost-effectiveness and timeliness in adopting the software.   

Engagement of Citizens, Businesses, and the Research System

Support for the active involvement of citizens, businesses, and the research system in co-design processes (Open Innovation). The activities can be developed through the organization of workshops, hackathons, and other initiatives aimed at gathering input and innovative ideas, ensuring that the developed solutions meet the real needs of the community. The active participation of local stakeholders can ensure a more inclusive and sustainable digital transformation.

The EasyGov working group has been promoting community mechanisms, the exchange of best practices, and software reuse long before it became standard practice and subject to regulation by AgID.
