The administration of justice faces significant challenges, many of which are linked to the need to modernize and optimize judicial processes in an increasingly complex and digitally-oriented context. The introduction of telematic systems in civil and criminal fields is significantly improving the ability to make the system more accessible and efficient, but the integration of new applications, staff training, and infrastructural adaptation remain problematic aspects. Furthermore, limited resources and resistance to change often slow down the adoption of technologies.

In this context, it becomes a priority to optimize the use of ministerial applications for the telematic process, ensuring their full integration into daily workflows to facilitate digitization and reduce procedural times. At the same time, it is crucial to focus on organizational aspects to promote a more rational management of resources and implement a re-engineering of internal processes, with the aim of making activities smoother and more automated, eliminating bottlenecks and inefficiencies.

A further critical aspect concerns the consequences of the judicial system reform, which has led to the closure of numerous tribunals and detached sections, accentuating territorial disparities in access to services. Ensuring effective Proximity Justice has become more complex, making it essential to adopt territorial models that can reduce the gap between urban and peripheral areas. Through solutions that combine digital innovation and a widespread local presence, it is possible to meet the needs of local communities, ensuring a fairer and more accessible Justice System.

Exchange of Best Practices

Support in scouting and adopting the best organizational and technological practices in use at different Judicial Offices, with the aim of improving the effectiveness and efficiency of the Justice System.

Deployment and Optimization of Ministerial Applications

Support for the deployment of ministerial applications used in the civil and criminal sectors of various types of Judicial Offices, to enable their full and effective adoption that leverages the potential offered by these tools. Identification of areas for improvement and emerging needs for change, assisting the Office's management in discussions with the DG SIA to address requests for system enhancements.

Training and On-the-Job Training

Customized training programs for the staff of Judicial Offices to improve their digital skills as well as their understanding and ability to use the various tools available.

Organizational Models

Analysis of the organizational impacts and benefits arising from the use of ministerial solutions. Development of proposals for a reorganization of Offices consistent with the introduction of technological innovations and with the available staffing and its characteristics. Activities for the design, establishment, and launch support of specific organizational solutions such as the Innovation Office, the URP (Public Relations Office), or the Office for the Trial.

Process Re-engineering

Mapping and analysis of workflows related to the delivery of the Justice Service in order to identify any critical issues and redesign them to best leverage the potential of the available information systems.

Territorial Models of Digital Justice

Identification of possible areas of collaboration between Local Authorities and Judicial Offices (on topics such as the telematic management of Health Assessment and potential Compulsory Health Treatment procedures, or the telematic management of appeals against administrative sanctions), defining them based on an analysis of the characteristics and peculiarities of the reference territorial context. Support in the preparation and launch activities for these models, which include drafting a specific memorandum of understanding, selecting and acquiring the most suitable technological solutions, as well as training, coaching, and assistance for the staff.

Proximity Justice

Assisting Local Authorities in setting up service points (sportelli) to facilitate citizens' access to the Justice System, with particular reference to all those services (e.g., Voluntary Jurisdiction) that do not require legal assistance. Through organizational support activities, training, and specialized assistance, it becomes possible to decentralize some functions performed by the Chanceries of the Judicial Offices: thanks to the Proximity Offices, citizens can receive information and guidance services or support in filling out documents, which are then transmitted electronically without the need to travel to the courthouse.
