Design and Launch of Associated Management Models

Developing feasibility studies and implementing projects for associated management at both the inter-municipal (e.g., Territorial Service Centers) and municipal (e.g., Unions of Municipalities) levels.

Territorial administrations, especially smaller ones like municipalities with fewer than 5,000 inhabitants, are facing growing challenges. The need to guarantee minimum service levels is compounded by the responsibility of implementing significant projects within the deadlines set by the NRRP (National Recovery and Resilience Plan). 
The situation outlined suggests the need for a structural solution, which can be found in the associated management of functions and services. In the specific case of associated ICT management, the topic is extensively covered in the Three-Year Plan for Information Technology in the Public Administration, which presents the opportunities and objectives of inter-institutional cooperation in the ICT field. This approach involves Municipalities and higher-level authorities and can take various forms, as defined by the TUEL (Consolidated Law on Local Authorities). Among the main forms are Territorial Service Centers, which primarily operate from a higher-level perspective through agreements or in-house companies, and Unions of Municipalities. These can become the reference point—on a local or broader scale—for managing innovation projects and the operational management of ICT, bringing clear advantages in terms of digitization and efficiency and helping to mitigate the digital divide in peripheral areas, where the private market does not find the necessary profitability conditions to support investments in technological innovation.  
Depending on the context, there are multiple organizational forms of associated management that can be implemented to make innovation and digital transformation governance processes structural and sustainable by pooling skills and resources.
These organizations can perform the following tasks:

 
  • acting as the intermediate institutional body to which the responsibility for innovation governance is entrusted in a systemic and continuous way for the associated Entities (for example, by jointly appointing the Digital Transformation Officer – DTO);
  • aggregating innovation and procurement needs, centralizing spending and project management capabilities to generate economies of scale;
  • jointly providing services and solutions that Entities could not otherwise acquire independently due to a lack of resources, technical skills, and management capacity;
  • promoting uniformity in the dissemination and user experience of digital public services for citizens and businesses on a territorial scale;
  • fostering collaboration among Entities to share experiences and efforts in implementing innovations.

The approach aimed at developing forms of associated ICT management includes the following phases: 
  1. analysis of the territory of competence of the aggregating Entities and the Entities potentially involved in the association process;  
  2. survey of the Entities' needs, mapping of existing solutions, and definition of the integrated development requirements to meet the identified needs;
  3. definition of the service portfolio to be offered to the Entities;
  4. development and implementation of the organizational, management, administrative, and financial model for the delivery and pricing of the offered services;
  5. promotion of the offered service portfolio;
  6. contextualization and activation of the infrastructure for service delivery.
